windows installer for maxima 5.28.0

Thank you very much for creating a Windows installer.

I run the test suite on Vista in a VirtualBox.

Maxima 5.28.0 http://maxima.sourceforge.net
using Lisp GNU Common Lisp (GCL) GCL 2.6.8 (a.k.a. GCL)

Error summary:
Errors found in
C:/PROGRA~1/MAXIMA~3.0/share/maxima/5.28.0/tests/rtest16.mac, problems:
(196 197)
2 tests failed out of 9,351 total tests.

********************** Problem 196 ***************
Input:
float((2^60-1)/2^60)-1

********************** Problem 197 ***************

float((2^1000-1)/2^1000)-1

GCL is from git I assume.

In GCL 2.6.7 which I installed from debian sid to build Maxima on Linux
these problems are not present.
