For the record, the Maxima command line interpreter accepts UTF-8 input
when executed in a suitable locale (e.g. LANG=pt_BR.UTF-8). Non-ASCII
characters can be used in symbols and strings just like ASCII.
I don't know how to convince wxMaxima or XMaxima to accept UTF-8 input.
I'm not convinced that aliasing look-alike characters to their ASCII
equivalents is a good idea. From what I can tell, having more than one
name for something leads to confusion.
About error handling, Common Lisp doesn't specify a way to recover from
an encoding error (such as replacing or ignoring characters and/or
finding the next good character in the stream). That's an oversight IMNSHO.
