draw regions defined by inequality

Unfotunately my Maxima is old (5.22.1) and I do not have regions, so 
code not works for me. I must update Maxima ( from long time )
You can see what I expect ( q - arm stars ) using my code from my 
previous  post in this thread.
The difference is only turn offset which I try to compute
