Sorry, I wasn't clear. What I mean is that with my proposal, you can
only get an inconsistency with sys-proclaim.lisp if you're actively
developing on GCL. Since I think everyone develops on a different
implementation and then occasionally checks GCL still works, this won't
be a problem.

In any case, not checking in sys-proclaim.lisp should be an improvement
on the current state of affairs.
