Well, that was easy. Now my fish rc contains:

  ## locale setup. For some reason GDM(?) is setting locale to
  ## en_GB.utf8. While this works fine in most places, some programs
  ## (clisp, scl) don't recognise this and their output streams end up
  ## with the wrong encoding.
  set -x LANG en_GB.UTF-8

Thank you, eglibc developers, for deciding to use two different
character strings to denote UTF 8.
