I'm not aware of a function that does this. When either a is explicitly an integer or when x and y are positive, Maxima's general
simplifier does (x*y)^a --> x^a * y^a . So if you wrote a function that does x^a * y^a --> (x*y)^a, the general simplifier would
sometimes automatically revert the change.
