More localization wishlist

The code basically looks for the translations in
locale/LC_MESSAGES/<lang>/maxima.pot.  Our directory structure right
now is not correct.

I will try to merge es.po.

I also noticed that there are directories for ja, it, fr, and ru in
doc/info.  Are these languages also supported?  configure --help
doesn't list them as possible languages.
