I would recommend SBCL 64-bits. It gives much better error messages than GCL, which should be more helpful to the newbie.
Emacs, of course, although you should realize that there are substantial differences between Common Lisp and Emacs Lisp (in case you were considering writing code in Emacs Lisp).
