f2cl, cernlib, and maxima (Re: [Maxima] Release plans)

There wasn't much to say except that TOMS may not be compatible with
the GPL and CERNLIB is.

Why do you say that?  I just tried the converted erf function and it
works to full precision for the few cases I tried.

I have not asked the ACM for permission.  I've followed James lead on
this and CERNLIB is GPL so we don't have to deal with licensing issues
at all.  I haven't checked about SLATEC.

I'm open to suggestions for other sources.
