I believe it is - the translator is located at
http://icm.mcs.kent.edu/research/maximaMathML.tgz Unfortunately there
is no license other than copyright present that I can find. If someone
can get them to define a definite license for the code and it is
compatible with Maxima, then it might be worth testing and bug fixing
for inclusion.
