Factoring in radicals in general

Variable: SOLVEDECOMPOSES
default: [TRUE] - if TRUE, will induce SOLVE to use POLYDECOMP (see 
POLYDECOMP) in attempting to solve polynomials.

It is the only place where POLYDECOMP is mentioned in the manual. 
Sourcefiles are silent as well.
