Hmm, so that makes at least three versions of Quadpack...
There are two at Netlib -- one is part of SLATEC and the
other is not. I don't know what, if any, are the differences
between the two. As usual with Netlib source code, there is
no clear statement of terms of use in the non-SLATEC version.
However, there is a statement in SLATEC which says SLATEC
is in the public domain.
I would be inclined to use the SLATEC version, in the absence
of bug reports or whatever that suggest some other version has
been further developed. A translation is a derived work, but
since the original is in the public domain, the copyright of
the translation belongs to the translator.
I would suggest not using the F90 version mentioned above,
since the web page doesn't mention bug fixes, doesn't have
a terms of use statement, and, of course, there is no
noncommercial F90 compiler iirc.
SLATEC is a large library, and there may be other material
there that can be adopted by Maxima.
