OK, good point.  We might want to think about this though - if people are going to start creating custom packages for Maxima, this is likely to be a feature that will be of interest to at least some of them.  The last thing we want is for them all to create their own locking mechanisms and then have to update all their code again once Maxima has a standard way of doing the job. 

I'm not sure which coherent scheme this will ultimately fit into (programming features maybe?) but whatever it is I nominate this feature for inclusion.
