That's odd; "%" should now be inside another list.
I haven't been able to reproduce the problem, but I haven't had access
to an older version of emacs. (Although there don't seem to have been
changes in the relevant elisp functions.)
Just to be clear: You mean when in a maxima-mode buffer, you get the
error when hitting M-TAB? What happens when you hit M-TAB when right
after an opening "?
