Subject: Removed alternate Maxima reference manual

Because of unclear licensing, plus it being out of date with the
upcoming 5.9.2 release, we have removed what had been the updated user
manual from the Maxima site. When 5.9.2 is released, new html files
will be generated and uploaded from the current, improved texinfo files
to become the new standard web version of the Maxima reference manual.
