It's not all in one place, is the problem. Discussion
of packages and namespaces is scattered through the
mailing list archive; it is a pointless burden to force
every new participant to sift the mailing list for the
relevant discussion.
The purpose of putting the proposal and discussion in
one and the same place is that we don't lose track
of where the discussion went last time anyone cared
to raise it.

There's certainly nothing to stop a developer from
advertising a proposal on the mailing list in order
to gauge the reaction.
