i hereby decree these changes are not
going to be included in maxima 5.9.2.
i will be happy to make a 5.9.3 release soon --
certainly before december 31.
others may prevail upon me to reconsider, and i am willing to
hear arguments for the inclusion of these changes in 5.9.2.

this change, in particular, is problematic.
there have been significant changes to defsystem.lisp
since r1.14 (the one tagged version-591).
