Maxima plot tempdir patch

Hi!

I've committed the patch which

1. Defines new configuration variable *maxima-tempdir*.
Default value is set to $HOME on UNIX, %USERPROFILE% on
Windows NT/2000/XP and Maxima installation directory on
Windows 9X.  Environment variable MAXIMA_TEMPDIR
supersede default value.

2. Now plot2d/plot3d dumps plot data files (maxout.)
to *maxima-tempdir*.  Spaces in the path are allowed.

3. Sets default value of gnuplot_pm3d to true.

Tested on Linux, Windows XP and Windows Me.
