yes, i'm sure that's possible. or maybe just print a message
about it and build everything except the html documentation.

OK, how about this:
right now:
-- disable html generation in doc/info/es, doc/info/pt .
-- create (by hand, not automatically) a separate
tar.gz/zip containing es, pt html files
later:
-- resolve problem about different texi2html versions
-- make Maxima respect locale
-- enable per-language builds
