Problems with CVS version

Before documenting this remedy in INSTALL I'd like
to understand the issue a bit better.

It seems that it has nothing to do with Maxima.
In general reason of the error is clear.
Started in UTF-8 locale clisp reads some
configuration file which contains non-English
characters but not in UTF-8 encoding.  Clsp don't
like this.  The

Jaime, wold you be so kind as to do the following

1. Temporary remove .clisprc to recreate the problem.

2. Try start clisp without Maxima.  It should produce
the same error message.
