I think we'd still keep a private defsystem. It would be annoying to
tell people that they have to go get defsystem before compiling
maxima.
It just means we don't have to maintain it separately, and we can push
support issues to defsystem instead of us.
While we lose the SCL changes, it's not clear that we actually lose
support for SCL. There appear to be some conditionalizations for SCL
in defsys 3.6i. There's no way for me to test whether SCL would still
work or not. Probably won't work in modern mode (case-preserving,
lower case default), but maxima won't run in SCL modern mode anyway.
