New defsystem 3.6i (Was Re: OpenMCL support Re: [Maxima] Installation of maxima-5.9.2 on Mac OS X)

I talk about SCL.  At fist I forgot about it but
current Maxima's defsystem contains private fixes
not only for GCL (no longer needed with defsystem 3.6i, Great!)
but for SCL also.

On the other hand SCL is not free so we have no
easy way to maintain Maxima-SCL build.
