Yes, it is. I tryed several locations.
Were any changes made for 5.9.3 windows version since
5.9.2.99?

what happens if you execute the memory image directly?
if i recall correctly it is named maxima.exe and it is
somewhere
under lib. maxima.exe should show a GCL banner, i think.
maxima.exe -eval "(cl-user::run)" should start maxima.
is maxima installed in the default location (c:\program
files\...)
or somewhere else?
