OK, i don't know how this can be.
you might try asking on the GCL mailing list.

inspecting the result of cvs diff -r release-5_9_3-base -r version-593
shows these files changed somewhere on the release branch:
INSTALL (text file)
configure.in (change revision number only)
doc/info/Matrices.texi + other texi files
share/Makefile.am + other share files
src/command-line.lisp (openmcl patch)
src/float.lisp (fix branch cuts)
src/mforma.lisp (openmcl patch)
src/openmcl-depends.mk
src/trigi.lisp (fix branch cuts)
so i don't see any relevant changes here ...
maybe the build environment changed?
maybe vadim can address this question.
by the way, which 5.9.2.99 release candidate did you install?
5.9.2.99rc3 is identical to 5.9.3 in cvs, except for
version number in configure.in .
what happens if you install 5.9.3 on the win 2000 machine
which previously ran 5.9.2.99 -- does 5.9.3 work there?
if you want to try installing 5.9.2.99 on the win xp machine,
let me know & i will make the 5.9.2.99 files visible
at SF (they are still there at the moment but hidden).
