Wouldn't those who are interested in the latest versions install those
versions to boot, and monitor web sites / subscribe to mailing lists?
Installing a package seems to indicate that the packaged version (even
if ancient) is good enough for the user; or that the user values
whatever integration and ease of upgrading a packaging system is
supposed to contribute; or that the user doesn't necessarily care a
lot about something s/he uses only infrequently.
At any rate, a CAS' job is to compute, not to look up things on the
network.
