Ted,
About WxMaxima, see: http:wxmaxima.sourceforge.net

Well, Maxima is not organized as strongly as one might imagine;
I don't have any exact responsibilities, although I do some development
work, and for the past few releases I have managed the release process.

Yes.

All topics related to Maxima can be discussed on the Maxima
mailing list. We don't have separate lists for different topics.
> Are the people working on Maxima (this list) funded or volunteers and if

I'm a volunteer. I don't know of any paid personnel.
> Also, are the developers on this list the same ones indicated on the Maxima
> Project on Debian?
I don't know who is working on the Maxima project at Debian,
so I can't say.
> Finally, who makes the decisions on this list as to the progress and
> extensions of the Maxima Project?
Sometimes people raise a proposal on the mailing list, and if
the reaction is favorable they go off and work on it.
Or they just go work on it and eventually announce it to the
mailing list. As I was saying, development is not all that
strongly organized. That's OK by me.
Hope this helps,
Robert Dodier
