Your plan for pt and pt_BR is perfectly OK.
Just a few practical notes.
1. At present Maxima and xmaxima code which determines so called
"language subdirectory" (the place where to look for translated
documentation) ignores country code. So both pt_PT and pt_BR
will be mapped to pt. I'll do required modification for maxima
and xmaxima. Maybe wxMaxima also requires similar adjustment.
2. Jaime and me are planning to revise automake/autoconf machinery
for all languages soon after 5.11 is released. So please, feel free
to create pt_BR and work on *.texi files there but at the moment
don't do anything about Makefiles and pt_BR.utf8.
They will be added later as soon as better scheme will be devised.

Brazilian Portuguese is the only missing language at the moment.
It just about 4Kb of text.
