How about creating a separate manual that documents the
add-ons in addition to (more extensively than) the regular
maxima manual?
(As an example, Wolfram Research supplies a separate book
documenting the various Mathematica add-ons/packages).
If the additional documentation is in .tex form, the whole
add-on manual could have the form of a .tex document that
\include's the individual .tex files, .e.g. as chapters.
The .tex files could be maintained in CVS just like any
other file.
