SARAG is free and it should be GPL.
I should write it somewhere in the SARAG files.
SARAG is also distribuited as part of the
electronic book "Algorithms in Real Algebraic Geometry"
available at
http://perso.univ-rennes1.fr/marie-francoise.roy/bpr-posted1.html
This book is "not" free but it can be freely downloaded
in its electronic format from the above site.
It has also appeared in a CD containing free software
which was given for free in a conference on mathematical software.
We might do this again in some other conferences.
