A documentation category system is intended to address this problem
(among others). All plotting functions, whether built-in or in share
packages or whatever, would be belong to the same "Plotting" or
"Graphics" category. Same goes for file i/o -- these would all belong
to a "File input" or "File output" or "File input and output" category.
Revising the @chapter and @section organization of the reference
manual can help, and probably we should do so, but it won't
completely resolve the problem; there will always be functions
related in various ways to others which are far away according
to the organization imposed by @chapter & @section.
