I think the choice is yours, not Stallman's.
However, effectively -- I think you have pretty much whatever rights
you want to have wrt Maxima, so long as you don't try to limit the
access and use of others.
As things stand now, I don't think the actual Macsyma code has much
value, it's been obsoleted by the several years work many people have
put into Maxima.
