Actually gcl 2.6.8pre which requires some selected gcc
binaries and headers make use of some ancient gcc version,
namely gcc 3.3.1. As far as I understand license of this old
release can not be changed to GPL3. At it is quite improbable
that gcl on Windows will change gcc version in nearest future.
On the other hand it is quite probable that Windows Maxima
will switch to sbcl soon.
