5.14.0 release branch tagged; error attempting to build from clean source

Well, most of those files are supposed to be dead. But I don't know
why pt_BR.utf8 wasn't tagged. I tried to tag it again. I'll update from
cvs and try to build again tonight.

Hmm. I see warnings instead of errors for repeated anchors.
The category code makes an anchor for each item. If two items have
the same name, their anchors have the same names too.
I guess that could be avoided by wedging some distinguishing data
into the anchors. I'll give it a try.
