The reason is the "#, fuzzy" line. This indicates that the translation
was automatically generated and needs review before it is actually
used. If you review such an entry you need to remove this line.
Also this can be used to search for the next work needing entry in
the file which is very useful.
Generally I recommend to use some editor that supports handling of
.po files. I used vim with some tiny plugin. I'm sure there is an
emacs mode and much other free software too...

Yes, the .mo files are part of the distribution tarball to avoid
having to install msgfmt on every system that compiles from sources.
You also can try to call msgfmt directly. It is able to generate some
nice statistics.
