I seem to recall correspondence that the wiki is a 
preferred location for 3rd party code because 
the permissions on it are relatively open. Am I mistaken?

In all cases, it would be helpful to have a link to the wiki
page above on 3rdpartycode.

Also, I think that the preface:
 
'There are some packages we either can't include in the main Maxima
package for legal reasons or haven't gotten to yet.

If you know of old Macsyma code still out there, please tell us about it
so we can list it here, or perhaps if the license is compatible even add
it to the distribution'

is out of date (and slightly backward looking). Why not something like:

'Here are some packages that are not part of the Maxima distribution
for various reasons. Consider contributing your code and help improve Maxima.'
