Maxima under Windows 7 : Maxima under Windows XP error

On one Windows XP computer I was never ever able to get Maxima, even 
command-line Maxima, to
work.  I suspect it had something to do with my office network 
environment.  I tried all tricks I read about
regarding DEP, firewalls (microsoft and symantec), antivirus, etc.  
Allowing wxmaxima, tcl, etc.  I had no trouble with other XP systems.
Ultimately I just gave up trying to run Maxima on that machine!  A 
windows 7 system in the same environment runs Maxima.
