Proposal: new doc module in the CVS repository

Of course, the lines that build the translations in the Makefile.am
would also be moved to the new location.
Those who wanted to use options such as --enable-lang-pt-utf8 in config,
would have to download the translations module and run make in that
directory. Instead of having just one tarball and one rpm, we would have
additional ones for pt, es, ru, ko, etc. that would be installed on top
of the basic one with one English.

That was my recommendation too, in the initial message of this thread,
but you were opposed to it :)
Since nobody else has complained, I will then go ahead and do it.
