More localization wishlist

The parse-info branch seems to be working pretty well. (I would still
like to test it on a sparc machine, though.) I will defer to people
who can know other languages on whether it really works or not.

One thing I have noticed, however, is that if set LANG=de_DE (or any
other non-English language) and do "? mnewton", then end of the output
is

There are some inexact matches for `mnewton'.
Try `?? mnewton' to see them.

Wouldn't it be nice if that were also in German? Same goes for the
startup banner:

I think maxima has all of the gettext stuff in place to do the
appropriate translation. We just need people to create the
appropriate pot files so that the intl package can get the
translations and display them.

If there's interest, I can help with setting it up. I can't do the
translations myself, of course. Or maybe we can get Google Translate
to do the initial translation and let native speakers fix it up.
