Thanks for your notes. I installed Maxima on another Windows 7 system using the same download and it works fine. I used the same downloaded exe file in both cases. I'm guessing that for some reason the xxx.o files were not accessed, as Mario suggests. I'll re-install on the other system. Sorry for the false alarm.

Draw works for me on Windows 7. The binaries are generated and then
loaded without problems.
Can you check if
C:/Users/User/maxima/binary/binary-gcl/share/draw/
contain the *.o files?
