In French, foreign names are generally pronounced as though they were
written with French orthographic conventions. Thus, Eisenhower comes out as
/?zeno'(w)?:?/ (silent h, "ei" = "e", w possibly silent, or possibly even
pronounced as 'v', accent on last syllable).  So Appell would be pronounced
/a'pel/, just like the French word appel (a call). You occasionally hear
doubled consonants pronounced long, but I think that's a teacher's
affectation to help students spell correctly.
