The original idea was that we were going to call the next Big Release
6.0. The jump is partly to recognize the changes going on since Bill
Schelter passed away. The idea for 5.9.0 was to start a series of fixed
releases building toward 6.0. Unfortunately, I've let 5.9.0 slip longer
than I should have.

Yes. I agree completely, with one exception: call it 5.9.0.

The plan is to split into stable 6.0.x and unstable 6.1.x branches after
6.0 is released. 5.9.x is the unstable branch, but I think it is
currently (even before the first release) as stable as any previous
Maxima release. (No, I have no way to quantify that statement.)
