Maxima doc translation

Done. We don't have a separate category for translator, so he is on the
developers list. The understanding at this point is that he will be
working on translation. (That doesn't preclude doing other work -- we
should just discuss it first.)

I would really like to see a concrete plan for internationalization in
Maxima. I am glad to see interest in working on it.
