Newbie Question -- Maxima does not run

Hi,

I am running cygwin on XP. I downloaded the maxima source code and
compiled and installed it without any problems. I am also using clisp.
My problem is that whenever I try to run maxima I get the screen for
clisp followed by copyright info and then followed by the error message.
The message is

*** - no file name given: #P"~/"
*** - UNIX error 13 (EACCES): Permission denied

and then I get the prompt for clisp.

What mistake am I making and how do I correct it?
