About deffn and defvr,

Well, it seems like a relatively minor change to cl-info.lisp
would make it possible to change  as well.
Although I do not know how to tie the Lisp code to the locale.

Using deffn and defvr makes sense to me. There are many
instances of defun and defvar in the texi files -- I was
planning to change them all in one fell swoop.

Agreed, but worth the trouble, I think.
