I think that maintaining a separate repository of stuff which
has to be distributed under different terms is too much trouble.
Unless we can get approval for a GPL release of DONLP,
I think it shouldn't be included in Maxima.
There is some stuff in Maxima which is not GPL. There is some LGPL
stuff, and some public domain stuff, and maybe some other stuff.
But to the best of my knowledge there is nothing for which the license
terms prohibit use which is allowed by the GPL. The noncommercial
use clause of the DONLP license is just such a prohibition.
