A windows installer for maxima-5.31.0 is available at
http://billinghurst.customer.netspace.net.au/maxima-5.31.0.exe  <http://billinghurst.customer.netspace.net.au/maxima-5.30.0.exe>;

This is built in the traditional way with:
   - Windows XP build platform
   - recently released gcl-2.6.8 compiled using ancient gcc-3.3.1
   - wxMaxima-13.04.2 binary from Andrej Vodopivec
   - gnuplot 4.6.3

I have no testsuite failures on Windows XP.
